All regeneration practitioners want to get results and to demonstrate what they have achieved, and in as clear and as unambiguous a way as possible. This is not always easy. There may be many external factors which will impact on deprived communities. Other interventions can affect what happens, not just the policy or programme which is the focus of the practitioner’s interest.
It is this focus on evidence and on results which underpins the growing interest in an outcome based approach to planning and managing regeneration programmes and strategies.
Community Planning Partnerships have now produced Regeneration Outcome Agreements (ROAs) in Scotland to tackle a number of issues in designated areas with concentrations of deprivation. This Guide draws on the experience of those who have produced the ROAs but also includes support material drawn from other experience.
