Why Regeneration Outcome Agreements (ROAs)?

The outcome based approach allows greater freedom to local agencies to focus on local priorities - within a national framework – while still being accountable to government. In regeneration, the outcome based approach was piloted initially with the Better Neighbourhood Services Fund. It has now been applied to the Community Regeneration Fund. Community Planning Partnerships are responsible for developing regeneration outcome agreements.

Each Community Planning Partnership has also produced an Anti - Social Behaviour Outcome Agreement (ASBOA) linked to its anti – social behaviour strategy. Community Planning Partnerships (CPPs) have been asked to ensure that community engagement, identification of outcomes and outputs, reporting, and monitoring and evaluation should be the same as far as possible for both ASB and ROAs.

This How to Guide complements Communities Scotland’s Guidance on Regeneration Outcome Agreements published in August 2004. It is not an update or a revised version of that Guidance. The How to Guide also complements the Scottish Executive’s Guidance on Antisocial Behaviour Outcome Agreements and will aim to capture experience also in that field over time.
