How to Review Impact
The fundamental reason for monitoring services, outputs and outcomes is so that partners can assess their impact on disadvantaged communities.
Reporting to external funders is also important but it can be the byproduct of good internal monitoring and review systems. It helps the evaluation process if you have smart outcomes in the first place, but evaluation requires consideration of a broader range of issues. Evaluation should consider the context in which it operates as well as the effectiveness of the programme. This, combined with good information systems, will help to assess the impact on the local community.
Impact assessments should highlight the impacts on regeneration programmes on different equalities groups where these are likely to be different and where there equalities groups are significant in scale.
When partners are investigating the impacts on equalities groups it may be useful to consider:
• Whether the current delivery of services impacts differently on any of these groups;
• Whether you need to make changes to ensure that all groups experience the positive impacts of change.
